Can i use stock footage clips uploaded to youtube?

I want to make a music video with video clips from youtube. As far as im aware the clips were uploaded by the makers. Is this copyright infringement as they are in the public domain.

youtube clips, or anything on YouTube for that matter,
are NOT in the public domain. Yes they are public, but
that doesn’t mean that people can just steal clips from
them and assume that it is alright.

The people who made the “original” clips always retain
copyright control over them, NO MATTER WHAT. That
is what copyright is about…the “right” to make “copies”.

“Public domain” is really another way of saying “public
property” — and YouTube videos are most certainly not
that. Only things created before copyright was created
(like the Bible and “Happy Birthday”), or the writings of
government laws and national anthems are considered
public domain.
