Public Domain Free Sheet Music

Is it legal to create sheet music of your own interpretation of a song?

Regardless of the copyright status of a song, is it legal to create your own sheet music or any other kind of musical notation of that song if you haven’t copied it from another source? I know that there are guitar tab sites that do that very thing and provide them for free without any sort of chastisement, yet I see a lot of squabbling over what’s public domain music and what remains copyrighted in other sorts of musical notation. I’ve searched all over for a specific law regarding this, but I can’t seem to find it. Can someone help?
I’m not referring to *performing* any of the self-created sheet music in question, just the creation and non-profit distribution of it.

I dont think its illegal unless you try to publish it and profit itfrom without giving the original artist royalites.
