I’m thinking of buying them both and it has taken me a long time to save up. Seeing as how I am a poor college student, I can’t be spending money to buy music all the time. I LOVE music so when I buy iPod/iPhone would I need to jailbreak or unlock them both in order to play freely downloaded music or are they already capable of doing it?

They are capable of doing that, that is part why they are so popular, because Sony wouldn’t let you play other files (well years ago anyways) and they were the two major companies (then).
You can import your downloaded music into iTunes and from there copy it to your iPod without jailbreaking.
No jailbreaking requred. The iPod and the iPhone will play music you downloaded for free from anywhere, as long as it’s in MP3 format (most is).
The procedure:
- Install iTunes software on your computer
- Download the free music (somehow) onto your computer
- Import that music into the iTunes library
- Sync your iPod or iPhone to iTunes (connect it via USB to your computer)
Remember you can also import music from CDs into iTunes, and iTunes also has some free music downloads (but not a lot).
