    Well, I live here in Quebec. I have lived in Ontario and also the Tory heartland of Alberta.

    As long as programs such as Limewire and BitTorrent are running people will always be openly downloading music.

    There are literally millions of people in Canada who continue to "illegally" download and burn music.

    The government is not going to enforce it, they cannot enforce it. They can't even charge those who do fraudulent activity on the Internet and scam people out of thousands of their hard earned dollars let alone go and give some little 12 year old boy a fine for using Limewire.

    I have downloaded literally thousands of songs and videos and I haven't had any RIA or Con knocking at my door. Come get me RIA, or Canada! Not to mention people do it on the Internet cafes, or Wireless Internet that is not even their own.

    Unless the government and record industry can stop it themselves thru shutting down mediums such as they did to Napster or finding a new technology to prevent this it will be something that will always go on and is unstoppable.

    Do not worry, and download away. The conservatives will be gone soon anyways.
