http://archive.org/ has some public domain music.
http://search.creativecommons.org/ has some music that, while not copyright free, has licenses that will allow you to use it in your own work.

WGC In my opinion you would have to be registered as a non-profit entity to play the song for free. You not only have to worry about the artist hearing but any and all friends of his. Any one can turn you in to the FCC.
